The Queen is coming to Shetland to officially open the giant Sullom Voe Oil Terminal and security services have got wind of an IRA plot to assassinate her.
The week before the opening the body of the Director of Planning for the Shetland Islands Council is found floating face down in the sea beneath a cliff. Investigation reveals him to be the brother of a high-ranking IRA terrorist.
Then during the opening ceremony a bomb goes off in the power station.
